Joshua is a marine structural engineer/diver that specializes in in the planning, logistics, and design of ports to support the offshore wind industry. He currently leads Moffatt & Nichol’s efforts in this area and acts as project director and manager for these projects in the US and Europe. Current projects include NJ wind port, State Pier in CT and Port of Esbjerg master plan and modelling. Based on this work he has an industry leading understanding of the required OSW port criteria and how to implement efficient and cost effective retrofit or new design installations.

Julian Fraize

Program Manager

National Offshore Research and Development Consortium




Julian Fraize is a Program Manager at the National Offshore Research and Development Consortium. His work there includes project management, technical overview and review of projects, and consulting with states to manage stakeholder engagement and region-specific offshore wind related research.
Julian Fraize has a professional and educational background in Naval Architecture and Marine Engineering. Julian received a Bachelor’s degree in Naval Engineering, and a Masters in Ocean Engineering from Stevens Institute of Technology. Over the past three years Julian has worked as a consulting Engineer primarily serving the U.S. merchant fleet. He also has unique direct experience with offshore wind technology development having worked directly with projects seeking to provide Jones Act compliant solutions to the WTIV bottleneck, as well as providing marine engineering support for a now complete NOWRDC project.

Spencer Hallowell

Research Engineer

Dr. Spencer Hallowell, Ph.D., is a research engineer at the University of Maine Advanced Structures and Composites Center. At the center, Dr. Hallowell leads the NOWRDC-sponsored project focused on developing a synthetic mooring system for a 15 MW FOWT. Other responsibilities at the center include metocean analysis, mooring and anchor design, and GIS work for various offshore renewable projects. Dr. Hallowell’s background is in structural engineering with a focus on the response of offshore structures to extreme environmental loading and performance-based design. He has published journal articles on the reliability of offshore wind turbines subjected to hurricanes and breaking waves, multiline mooring systems for floating offshore wind turbines, as well as the analysis of aquaculture infrastructure. In his spare time, Dr. Hallowell runs a small farm with various Equidae and environmentally conserved lands.

Randy Male

Randy heads the Boston office and Green Giraffe’s US broker dealer affiliate, Green Giraffe Securities, LLC. He has over 25 years of finance and transaction experience and has since 2005 been devoted to the renewable energy space. He has led buy-side, sell-side and financing transactions across renewable energy technologies including onshore and offshore wind, solar and storage

Before joining Green Giraffe, Randy spent several years leading renewable energy investment banking assignments at a boutique investment bank in Boston. He has also been a renewable energy developer and CFO of several companies

He is a registered broker dealer Principal of Green Giraffe Securities, LLC and holds the following securities licenses: SIE, Series 24 (General Securities Principal), 63, 79 (Investment Banking), and 82 (Private Placements)
Randy holds a bachelor’s degree from Skidmore College and an MBA from Cornell University
